Technologically challenged wife

I do pictures and scrapbooks. have used the my publisher software and loved it.
Bought a laptop with windows 7 starter and found that my publisher won't run on it. I don't know if i should pay the diff and upgrade? What if that isn't the problem? Can't seem to find any chat help to answer my question and have searched the forums, too, but not found anyone with exactly my issue. I have a new PC with windows 7 home edition installed and my publisher works extremely well. If anyone can help... the my publisher folks didn't have an answer, either.
